FINAL PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) has received the subgrant application for city of Cedar
Key’s repairs to city hall due to damage from Hurricane Hermine (DR-4280-FL PW 220). Pursuant to Executive
Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for projects
under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published November 21, 2016 for Hurricane Hermine. Comments and
other information received were fully evaluated by FEMA along with evaluation of social, economic,
environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding
action located within the floodplain. FEMA has determined that the only practicable alternative is to locate this
facility at its original location within the floodplain as there is no other feasible alternative outside of the
floodplain that will serve the needs of the community.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and
local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the
National Flood Insurance Program (NFIP) requirements.

Floodplain: Project is located in the VE Zone, otherwise known as the Coastal High Hazard
Area, per the City of Cedar Key FIRM map #12075C0443F, dated 11/2/2012.
Proposed Work and Purpose: The city repaired the building to pre-disaster condition by removing all damaged
materials, drying out and remediating the building, and replacing buildings
components such as flooring, drywall, cabinets, electrical, and plumbing fixtures.
Project Alternatives: Alternatives considered but dismissed were relocating the facility outside of the
Coastal High Hazard Zone or performing a partial elevation of the facility. For
relocating the facility, there were no feasible alternative locations outside of the
Coastal High Hazard Zone or floodplain that were able to keep the structure
within the community. Partial elevation of the facility was considered but was
determined to be not feasible and would not match the character of the historic
district. The city will minimize future flood risk and impacts to the critical
actions housed within the city hall by ensuring all records are stored online or in
locations that are water resistant or outside of the floodplain. Continuity of
operations for city business and police will be able to continue during a flood
event by relocating those actions to the community center, which is located
outside of the floodplain in Zone X.
Comments: This will serve as the final public notice regarding the above-described action
funded by the FEMA PA program. Interested persons may submit questions or
